Job SummaryThe ANS Construction and Facilities Services department of has a mandate to deliver Capital Expenditure (CAPEX) and Operating Expenses (OPEX) programs and projects. Construction Infrastructure Specialists (CIS) key responsibility is to provide site support and coordination in the field to execute construction/Facilities upgrades projects. This begins with site selection for the proposed project location, some editing of design criteria and carries through execution of the onsite work and finishes with handover of the project the customer. The CIS will liaison with Nav Canada staff, contractors, external customers, and local airport authority personnel to coordinate project activities. The CIS, while on site, will monitor progress to scope, schedule and budget and ensure work is executed in compliance with contract documents, Federal, provincial, and municipal regulations, and NC policy and procedures. The CIS will identify non-compliance issues and address them, if able, or elevate them to the project lead. The CPS takes direction from the FIR Construction Manager, Project Manager or National Project Manager - Construction Services.

Job Description
Key Accountabilities:
- Provides on-site (or remotely managed from several NAV CANADA facilities/sites) coordination of construction activities acting as liaison between NAV CANADA, contractors, local airport authorities, and external customers.
- Reviews project Safety Management Plan (SMP&39;s) and develops or facilitates development of supporting documentation (HIRA, RMP, SSSP).
- Monitors construction progress to scope, schedule and budget and addresses/reports issues or concerns.
- Ensure work is executed in compliance with contract documents, Federal, provincial, and municipal regulations, and NC policy and procedures.
- Ensure good work practices and quality workmanship are employed in the execution of the work.
- Addresses minor non-compliance issues in the field and/or elevates issues as required to their manager.
- Collect all project materials and submit “project handovers” are complete and accurate.
- Sources, negotiates, and retains contractors for small contracts up to $12,000 in value and or larger contracts exceeding $12,000 in value as dictated by the FIR Construction Manager.
Job Requirements
Education:
- College Technology diploma in (Electrical, Mechanical, Civil) or equivalent technical experience. Equivalent technical experience is 10 years of field working related to construction project delivery with proven increased level of responsibilities.
- Associate’s Certificate in Project Management is an asset.
- Preference will be given to candidates with education relating to project management.
Experience:
- Experienced leader in coordinating multiple trades on a job site.
- Experience in technical report writing.
- Experience monitoring construction progress to scope, schedule and budget and reporting progress.
- Experience dealing with regulating bodies on a job site (i.e. inspectors, workers comp).
Knowledge:
- Knowledge of CMMS systems and how to input, analyze, schedule and execute upon asset information.
- Knowledge of project management software to input, analyze, schedule and execute upon construction projects.
- Knowledge of financial reporting systems to aid the FIR Construction Manager with inputs and updates when requested.
- Knowledge of ERP reporting systems to aid the FIR Construction Manager and Manager of Facilities Manager with inputs and updates when requested.
- Working knowledge of the Microsoft MS Office Suite of products and AutoCAD.
Abilities:
- Ability to monitor, inspect, and research to ensure statement of work is completed as per NC requirements.
- Ability to stand for long periods of time.
- Ability to travel frequently and for long periods of time.
Personal Suitability:
- Effective communication, organization, and interpersonal skills.
- Communications with difficult contractors, meeting strict contract deadlines, HIRAs.
- Fatigue management due to frequent travel, remote working environment, and hours of work.
Working conditions:
- This position is based in office but may be eligible for a flexible work arrangement.
- A valid driver’s license.
