Duties
Evaluates flight inspection requirements to plan, schedule, and coordinate flight inspection of ground and satellite-based facilities, systems, and instrument flight procedures. Prioritizes and schedules flight inspection taskings to ensure they do not go overdue by building safe and efficient itineraries, in direct coordination with the appropriate Air Traffic Facility, Technical Operations Representative, Air Field Management, DoD, and other stake holders. Creates Authorizations and manage/maintain their assigned team’s [field office/area of responsibility] scheduling tools/information as needed to facilitate the execution and communication of Flight Program Operations’ missions assigned to their team. Coordinates with management to ensure team’s itineraries and authorizations are authorized by a time and date defined by management.
Advises management of potential crew and/or aircraft availability issues. Coordinates crew scheduling modifications due to operational considerations. Coordinates with Flight Program Operations’ Group management, such as Training, Standards, Technical Support, and Aircraft Maintenance to coordinate flight inspection itineraries and other mission authorizations.
Reviews Daily Flight Logs (DFLs) for accuracy and coordinates with the Pilot in Command for corrections or clarification. Provides data analysis and technical evaluation of post flight reports, including DFLs, procedural control documents, and aeronautical data update submission. Determines actions required to respond to data received in these documents.
Creates/issues Special Inspections as required for respective area of responsibility.
Uses the Flight Inspection Tracking System (FITS) to retrieve data in order to construct a safe and effective flight inspection aircraft itinerary.
Responsible for ensuring flight inspection requirements are adhered to within assigned geographic area of responsibility. In cases where flight inspection requirements/tolerances are exceeded, responsible for ensuring appropriate Notice to Airman (NOTAM) action has been initiated.
Exercises delegated operational control under the Flight Program Operations 14 CFR Part 135 Air Operator Certificate for the dispatch and flight following of aircraft. Secures initial weather information from the National Weather Service to assist flight personnel in determining the feasibility of conducting Flight Program Operations aircraft into specific geographic areas. Upon crewmember request, files flight plans, calculates weight and balance.
Ensures flights are canceled, delayed, re-routed, or re-planned when safe operational conditions cannot be met. Executes flight dispatch when regulatory and risk management requirements are met.
May be assigned to the international team. In that capacity, in addition to the standard duties described herein, coordinates personnel country clearances for FAA crewmembers and DoD flight inspection personnel. Coordinates aircraft diplomatic clearances and overflight clearances for different types of FAA aircraft. Uses the DoD Aircraft and Personnel Automated Clearance System (APACS), or other service provider(s) when required to obtain clearances for numerous countries covering a variety of operational and security factors. Performs other duties as assigned to ensure international clearance request processes are properly accomplished.
May be required to prepare briefings or presentations and may be required to give briefings or presentations to senior leadership as necessary.
Monitors Flight Program Operations’ performance metrics to ensure associated agency procedure goals are met. Provide data analysis and technical evaluation of post flight reports. Reviews Procedural Control documents for completeness and ensures documentation is sent to Mission Support Services.
