This position serves as a Foreign Affairs Specialist in the Office of Safety Standards.

Duties

Serves as a principle coordinator for activities in a geographic region. In this capacity, the incumbent coordinates the activities of individual countries in a region and makes recommendations to the AFS-50 Division Management Team, the Director of Flight Standards (AFS-1), the Executive Director Flight Standards Service (AFX-1), the Associate Administrator for Aviation Safety (AVS-1), the Assistant Administrator for International Aviation (API), and other senior managers on the course of action for technical assistance, international training, bilateral agreements, ICAO initiatives, aviation technologies, and other activities.

Coordinates the development of a strategic plan for the region, whose primary goal is to strengthen the safety
oversight organization of the civil aviation authorities. Acts as focal point for monitoring progress on the annual action plan and prepares periodic reports to management. Identifies any required budget requests to ensure completion of the strategic plan activities.

The incumbent also acts as principal coordinator for any one of the following functional areas: International training, technical assistance, bilateral agreements, ICAO, aviation technologies, or other areas as assigned. In this capacity, the incumbent is responsible for using the established policy/procedures but is allowed considerable discretion to select the most appropriate approach or to recommend new approaches to management.

Performs other duties as assigned.

Qualifications

Basic Requirements

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in the degree section above, plus appropriate experience or additional education.

Experience: four years of appropriate experience in one or more of the fields listed in the degree section above in work associated with international organizations, problems, or other aspects of foreign affairs.

In addition to the above basic requirements, to qualify at the FG-13 level applicants must demonstrate in their application that you possess at least one year of specialized experience equivalent to GS-12/FG-12/FV-H level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience for the FG-13:

Planning, developing, evaluating or recommending policies for civil aviation related programs.

Coordinating with representatives from federal government agencies, civil aviation representative, foreign governments, and Embassy officials, or international aviation industry groups to develop aviation safety agreements.

Developing presentations, briefings, issue papers, reports, speeches and other correspondence on a variety of international program activities for management’s review and delivery at major international meetings.

In addition to the minimum qualifications, the following has been determined to be a selective placement factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

Selective Placement Factor: experience working collaboratively with international aviation partners (i.e. U.S. aviation industry representatives, foreign civil aviation authorities) about technical aviation-related matters. This includes analyzing and summarizing the international safety related issues for management to consider future actions.

This position may be filled at the FG-11, FG-12, FG-13 or FG-14 level. Education
