The Security Programs Specialist serves as the principal advisor to the Chief of Staff, and other senior executives and directors on matters related to the development, implementation, and evaluation of assigned security, operational, and administrative programs, policies, standards, and workforce engagement activities. As a recognized technical expert and strategic planner, the incumbent provides leadership for developing and implementing key strategies and priorities that support the vision and mission of the ASH organization. Typical duties of this position include, but are not limited to the following:

The incumbent will advise ASH senior management officials on the development of technical, operational, administrative, strategic program policies, standards, processes, and analysis. Lead a variety of special projects assigned by the Chief of Staff. Assignments will vary in scope and duration and involve a wide range of functions, organizations, departments, and/or stakeholders within the FAA, the U.S. Government, and the aviation community.

Direct and participate in planning and coordinating projects, surveys, data analysis, and program reviews related to the strategic evaluation of existing ASH technical programs and the development of new ASH programs, policies, and procedures. Use innovative approaches to accomplish assigned tasks. Inform stakeholders of changes in organizational programs and operations, conducting briefings on major program changes.

Provide advice and guidance on issues and elements for programs essential to ASHs mission, such as major strategic efforts of national scope and impact. Plan and direct liaison operations for critical agency-wide programs, with national or international implications. Research and write reports, related presentations, or other working documents that analyze information and data that support risk-based strategic decision making and business planning.

Work closely with the Chief of Staff to analyze and interpret legislation, regulations, directives, correspondence, and related publications on matters impacting ASH programs. Develop materials and make presentations designed to spanet and inform FAA and DOT elements about the services and capabilities that ASH offers.

Develop short and long-range business program plans consistent with management and organizational principles and policies. Develop briefings to convey strategic vision or policies to internal and external audiences. Represent the organization on committees, councils and meetings dealing with ASH programs.

The principal advisor is a recognized expert who will be called upon to provide leadership for highly complex and challenging assignments under minimal direction. The incumbent will apply experience and expert technical knowledge of security programs, as well as an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Identifies and resolves highly complex problems or issues, which often cross-organizational boundaries and impact on the accomplishment of FAAs strategic objectives. Also predicts potential issues and proposes recommendations for preventive action.

Contacts are internal and external. Often represents FAA as the primary technical authority for major projects, programs, and other areas of FAA responsibility. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences.

Performs work primarily independently and has broad discretion to ensure work products and decisions align with ASH objectives and policies and are in alignment with objectives of the Chief of Staff. Work is reviewed for success in achieving planned results and impact on ASH/FAA missions.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
