Job Summary

The Systems Engineer will contribute to the planning, organizing, solution design, development, deployment and life cycle management of surveillance such as: Airport Systems Interface (ASI) and ATC Grade Vide. ATC Grade Video systems are used at Air Traffic Control Towers and Flight Service Stations today as a tool to provide enhanced blind-spot and hot-spot visibility using video processing technology to combine multiple camera views. ASI is a new system that integrates airfield ground lighting, crash alarms and Very High Frequency Direction Finder (VHF-DF) and provides an integrated user interface. It enables remote control and monitoring of that equipment in a digital facility and is a key component for the DAATS program.

We are looking for a highly motivated engineer to join our team to support the provision of critical Air Traffic Services. The successful candidate will be accountable for applying specialized knowledge and expertise in preparing plans for the designs and specifications to meet specific operational requirements; participating in projects to procure and implement; and providing assistance for life cycle management of the systems and equipment.

Key Accountabilities:

  • The Systems Engineer, with growing experience and knowledge of specialty systems function and field utilization, contributes to NAV CANADA’s overall national capital program.
  • Prepares detailed plans, system designs, and specifications for the provision and implementation of systems to meet operational, technical and safety requirements. Builds processes and test cases in accordance with Engineering Standards. Provides documentation, training and change management support in transitioning design into operation.
  • Takes technical leadership in performing medium level projects / subprojects with dollar values typical less than $100K. These projects are not complex and will normally involve other engineering personnel, a contractor and internal client groups. The Systems Engineer, as required, will also assist a Senior Systems Engineer or more senior Project Manager in the development of large projects.
  • Responsible for planning, specifying, and evaluating software and systems in support of procurement activities.
  • Performs analysis of problem reports and determines root cause, development of work around, recommendations and/or implementation of solutions.
  • Creates, develops, tests and deploys system solutions.


Job Requirements

Education:

  • Graduation with a minimum of a bachelor&39;s degree from a recognized university in electrical, electronics, communications or computer engineering.
  • Certification or eligibility for certification as a Professional Engineer in Canada.

Experience:

  • Experience in the design and/or implementation of hardware/software and/or electronic projects.
  • Experience in the development of specifications, standards, and/or procedures.
  • Experience in design, development, procurement, testing, implementation and life-cycle management of visual surveillance systems or electronic systems.
  • Experience in establishing and maintaining relationships and working with internal and external stakeholders such as vendors.
  • Experience with distributed / multi-sensor systems (e.g. PLCs, IP video cameras, processing servers, and end-user workstations).
  • Experience in the analysis of data and technical information, developing and implementing processes, and preparing verification procedures.
  • Experience using MS Windows and Linux (bare-metal and VM) including scripting.

Knowledge:

  • Knowledge of NAV CANADA organization, business practices and principles.
  • Knowledge and understanding of engineering principles, standards, practices, and technology in the field of Air Traffic Service (ATS) surveillance systems, data communications and computer systems.
  • Working knowledge of ATS concepts and ATS surveillance systems.
  • Knowledge of computer networking principles (e.g. IP networks, video streaming, client/server applications, WebSocket/REST APIs, etc.)
  • Knowledge of digital camera operation, performance, and limitations in varying environmental conditions.
  • Knowledge of Camera and image configuration settings such as Exposure, Aperture, Focus, White Balance, Focal Length, Field of View, etc.
  • Knowledge of low-voltage electrical systems, including the use of relays, remote I/O units, and PLCs.
  • Knowledge of central monitoring systems and protocols.
  • Knowledge of International standards and regulations such as ICAO and EUROCAE for ATS provision with surveillance systems.

Abilities:

  • Ability to plan, coordinate, conduct, and evaluate proposals related to feasibility studies, design concepts, testing, implementation and life-cycle management of safety critical systems.
  • Ability to create, document and execute test plans, cases, and scripts for software and system changes.
  • Ability to provide advice, guidance, and opinions related to visual surveillance systems.
  • Ability to design, test, troubleshoot, debug and test software, hardware and systems.
  • Ability to develop, evaluate and implement engineering standards and procedures.
  • Ability to write and evaluate specifications, technical reports, proposals, and safety reports.
  • Ability to communicate effectively both orally and in writing.

Working conditions:

  • Typically conducted in a standard open office environment using computer-based tools.
  • Assignments are technically significant and require periods of concentration, however work can be scheduled, and deadlines reasonably achieved.
  • Moderate level of multi-tasking is required since there are many simultaneous active assignments.
  • Some field work is required, travel away from the Engineer’s home and headquarters area is also required (Domestic and International).
  • This position is based in Ottawa and classified as hybrid requiring a minimum of 3 days on-site.
