SUMMARY:
Responsible for ensuring the Division is following governmental entities’ laws, rules and regulations. Position will establish processes and systems to assure that the Division complies nationally and internationally. Additionally, will be responsible for auditing and training the division team members in these processes to assure company remains in compliance as laws, regulations and international conditions change.
RESPONSIBILITIES:
• Maintain and update the Division’s Suppliers Annual Requirements (Reps, Certs, BIQ’s, Conflict Minerals, CDP/ Sustainability)• Coordinate / Manage Division’s Small Business Compliance activities • Act as Division Supply Chain Liaison for Government Quoting • Act as division administrator for PH Connect responsible for maintaining division security and updates• Ensure supply base compliance and development / training to achieve compliance, track via PHConnect• Coordinate Division Supplier’s Compliance to Cyber Security Requirements (CMMC)• Support Division Supplier Risk Assessment / Capacity Reviews / Pulse Surveys• Maintain Division Supplier Profiles ensuring completeness and accuracy• Maintain understanding of all Contracts and flow down requirements, changes• Keep current on upcoming Federal Acquisition Regulations (FAR) and Defense Acquisition Regulation Supplement (DFARS) and other Government contract requirements, gaps, and risks• Provide training to all Supply Chain personnel at required frequency• Perform division audits to ensure all documentation meets contractual requirements• Understand and ensure ERP system flow down alignment to meet requirements, lead projects with IT to enhance controls• Other Supply Chain Compliance Activity as required • Estimate travel 25 of the time• Complies with federal, state, and aerospace industry regulations; ensures adherence to requirements and advises management on needed actions. Complies with Government/Commercial Practices Manual (GPM/CPM) policies and procedures.
QUALIFICATIONS:
- Preferred sourcing compliance background with secure government programs.
- Bachelor’s degree (BA) in Business Administration or related field (e.g. finance, law/contract law; programmanagement), or an equivalent combination of education and experience which has provided both theoretical andpractical knowledge in the field.
- Demonstrated ability to perform the essential functions of the job typicallyacquired through eight or more years of increasingly responsible experience in contract administration orprocurement. Certificate in Purchasing Management (CPM) or Contracts Management desired.
- Advanced, specialized knowledge of material requirements planning methods, principles, industry practices, andpolicies. Knowledge of complex legal and regulatory requirements related to government procurementregulations, or similar commercial or FAA requirements.
- Ability to effectively assess, lead, and implementcontinuous improvement in critical and/or high‐impact areas.
- Proficient with standard business application software and specialized purchasing and/or materials systems (e.g. electronic data interface (EDI) or manufacturing resource planning (MRP) systems).
- Ability to work on complex problems where in‐depth analysis and evaluation of situations or data frequently require complicated negotiations.
- Ability to solve a wide range of unique problems of considerable scope and complexity that may require new approaches or significant modification of standard procedure.
- Ability to read, analyze, and interpret complex policies and recommend changes to procedures.
- Ability to respond to significant inquiries or complaints from subcontractors, customers, regulatory agencies, or members of the business community.
- Ability to communicate effectively and make effective and persuasive speeches and presentations on complex topics to division management, bidders, suppliers, and customers.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to effectively demonstrate team member competencies and participate in goal setting, performance feedback, and self‐development activities.
