Job SummaryThe Assistant Vice President, Technology Enablement Services is responsible for driving on-going safety, efficiency and effectiveness of the Technology departments products, services, and projects. The AVP provides strategic vision, governance and oversight, while also developing the enabling processes, training, and tools that support the entire technology organization.

The AVP regularly evaluates emerging technologies to identify high-impact research and development opportunities and establishes architectural standards to guide investments. The AVP establishes key policies, processes and enabling tools that promote productivity, ensure regulatory training compliance, and foster the necessary skill sets across the Technology organization.

In addition, the AVP validates adherence to policies and processes and provides regular performance reporting and identifying opportunities for continuous improvement.

Serving as a visionary and pragmatic thought leader, the AVP ensures technology products and services align with industry best practices and support our strategic objectives. The AVP is a highly collaborative team player who can diplomatically drive the ongoing evolution of the technology organization, working alongside multiple stakeholders, including internal leadership, external suppliers, and various regulators in a fast-paced environment with competing priorities.

In this role you will:

  • Provide leadership and oversight that ensures employees share a unified vision, clear direction, and common values. Communicate strategic objectives, clarify expectations, and foster a culture of collaboration and professional growth.
  • Conduct market research to identify high-value opportunities for emerging technologies and oversee research and development and recommend practical applications aligned with long-term organizational goals.
  • Drive process improvements and standardization across the Technology organization through process ownership and Centre of Excellence responsibilities, covering processes such as Project Delivery, Technology-BMS, General Computing Controls (GCC), Modification Requests (MR), Test Centre of Excellence (TCoE), DevSecOps, ED-109 and Agile Enablement.
  • Manage NAV CANADA’s software asset portfolio by negotiating favorable terms and ensuring optimal use of software investments.
  • Oversee skills development within the technology function by monitoring emerging requirements, creating targeted learning programs, and ensuring regulatory training.
  • Liaise and collaborate with the Technology Senior Leadership team to gain input and support for proposed strategies, frameworks, and roadmaps. Coordinate efforts, balance diverse viewpoints, and maintain strategic alignment across organization.
  • Liaise with Transport Canada to facilitate regulatory advancement and represent NAV CANADA’s technology interests.
  • Engage with other Air Navigation Service Providers, regulatory and research bodies to share knowledge and influence technical standards and directions. Participate in industry forums, track global trends, and integrate best practices into NAV CANADA’s technology landscape.

What you bring:

Education:

  • Undergraduate degree in a technology related discipline or equivalent work experience, Masters or Doctorate preferred.

Experience:

  • Minimum 10 years of experience working in a Technology environment.
  • Minimum 5 years’ experience working in an Operational Technology or Air Traffic Services operational environment.
  • Minimum of 5 years managing a team of managers
  • Experience building and leading large, multi-disciplinary teams.
  • Experience working in high-performance, multi-stakeholder teams.
  • Experienced in OPEX and CAPEX budget planning.
  • Trusted in dealing with highly sensitive and confidential information.
  • Proven inclusive, collaborative, and consensus-building management style.
  • Accustomed to problem solving and working under tight timelines with multiple initiatives.

Knowledge:

  • Expert level knowledge of Software Asset Management and Negotiations, Architectural Standards, Technology Policies, Processes and Tools, Technical Skills Development
  • Knowledge of a range of Technology Management frameworks such as ISO, ITIL, CMMI, ED-109 etc.
  • Knowledge and understanding of Air Navigation Services
  • Knowledge and understanding of ICAO and Canadian Aviation Regulations
  • Knowledge and understanding of collective bargaining, labour relations and employee relationships.
  • Detailed and through understanding/mastery operational technology architecture, development, testing and maintenance best practices.
  • Knowledge of Financial Management procedures and techniques to establish and manage Operating and Capital budgets.

  • Demonstrated capacity to lead change and innovation, overseeing the development of guidelines, policies, procedures, and governance structures.
  • Depth of knowledge across a wide range of technology and operational disciplines, processes, and practices.
  • Proven ability to work seamlessly across geographic and functional boundaries, solving problems within distributed and matrixed teams.

Working Conditions:

  • Occasional international and domestic travel
