Job Description:

Purpose and Scope:    

The Deputy Program Manager provides guidance and direction for production operational planning, scheduling and certifying controls to ensure performance of tasks and programs necessary to meet the operational objectives of the program.  Directs OCONUS PMO Staff and Site Managers for day-to-day operational functions. Ensures compliance with Performance Work Statement (PWS) and Quality Management System (QMS).  Additionally, as the program Air Traffic Control Technical Representative/SME guides and assists the overall ATC Radar and Tower Facility operations for all contract locations. The designee is responsible for resolving issues, problems, and concerns affecting flight safety and the orderly flow of air traffic.

Essential Responsibilities:

Deputy Program Manager:

  • Provides management, direction, administration, quality control, and leadership for the execution of the ACCOMS II PWS.
  • Leads OCONUS PMO team to provide the customer with technical SMEs and Logistical continuity during multi-shift operations.
  • Directly Manages the OCONUS PMO Technical Representatives/SMEs who are assigned as the program level Training Mangers (TM) for their respective functional areas.
  • Coordinate SME site visits on a periodic basis to perform audits, monitor compliance, and implement lessons learned that increase safety and efficiency.
  • Conducts meetings and provides deliverables in accordance with the Government-approved delivery schedule.
  • Creates, establishes, and maintains a task management application capable of supporting a contract of this size, scope, and complexity.
  • Coordinates and supervises the multifaceted operational activities of the ACCOMS II program, including Facilities Maintenance, Housing, Vehicles, Traffic Management, Supply, and Management Information Systems.
  • Oversees and coordinates activities between staff functionals and program sites.
  • Provides executive-level direction and coordination for the continuous movement of assets by sea, land, and air to support ongoing military operations and contingencies.
  • Assists the Program Manager (PM) with overall management and supervision of the contract.
  • Manages and allocates available resources in time-sensitive situations.
  • Reviews all program activities to ensure compliance with corporate policies and procedures.
  • Provides overall technical direction and assistance in the conduct of Customer-directed taskings and operations to include TDY travel for site surveys, exercise support, and surge operations.
  • Establishes policies and guidelines to achieve milestone objectives and overall performance plans compatible with contract performance objectives.
  • Supports internal and external audit requirements from governmental and financial audit groups.
  • Conducts sensitive inquiries and investigations.
  • Ensures compliance with all company policies, procedures, and other practices set forth by upper management directives.
  • Researches and develops new processes to improve day-to-day business activities.
  • Provides leadership and knowledge of training for performance improvement.
  • Identifies and communicates new business opportunities within the area of responsibility.
  • Performs other duties as assigned.

Air Traffic Control Technical Representative/SME:

  • The designee coordinates with contractor site leads, contractor controllers, and government personnel to obtain information and data needed to conduct root cause analysis, make determinations, design course(s) of action, and provide advice or decisions to resolve issues, problems, and concerns in a timely manner.
  • The designee shall be thoroughly familiar with radar and control tower operations, and the required separation of aircraft.
  • The designee shall have a full working knowledge of RADAR/Manual Approach Control operations, Control Tower operations, ATC training/certification requirements, and flight planning.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Graduate of an approved DoD or FAA ATC course.
  • Twelve (12) years of consecutive ATC experience working in both Control Tower and Radar Facilities. Shall have been an Air Traffic Manager/Chief Controller for either Control Tower or a Radar Facility. Extensive knowledge of ATC rules, regulations, and techniques for both control tower and approach control operations. Shall have held a combination of the following certifications: FAA Control Tower Operator (CTO) certificate, FAA or AOV Credential with Tower rating, Air Traffic Control Specialist (ATCS) certificate, FAA or AOV Credential with Radar rating, FAA or DoD training records, or equivalents.
  • Must be able to obtain/maintain a US Secret Clearance (Note: US citizenship is required to obtain/maintain a Secret Clearance)
