Boeing Defense, Space & Security (BDS) F-22 Raptor Program has an exciting opportunity for a highly-skilled and self-motivated Project Management Specialist (Level 4) to join our Modernization Program Management Team. The F-22 Modernization Program is looking for a Radar, Sensors and Weapons Project Manager to provide project leadership and be responsible for the overall performance and execution of these contracts. This role will report to the F-22 Modernization Program Manager.
The F-22 Modernization Portfolio includes many ongoing projects including software and hardware development, aircraft retrofit, and test infrastructure improvements and maintenance. The program is projecting significant growth in the Modernization portfolio over the next 5 to 10 years. Frequent interaction and coordination with Mission Systems and Test, Engineering, Supplier Management, Senior Leadership, Lockheed Martin, Northrop Grumman, and the United States Air Force will be required.
Position Responsibilities:
Duties will include (but are not limited to):
- Lead planning and execution activities for F-22 modernization programs
- Directs all phases of projects from inception through completion
- Ensure customer commitments are understood, documented, communicated, and delivered on-time with first-time quality
- Establish and maintain positive relationships with customers and industry teammates
- Partner with multiple functions including but not limited to mission systems, systems engineering, air vehicle, procurement, sustainment engineering, training systems, and finance
- Apply knowledge of Program Management Best Practices (PMBP) to direct program activities
- Develop, coordinate, integrate, analyze, and maintain an integrated plan and schedule to meet program and/or project requirements in accordance with project management industry standards
- Create schedule, reports, metrics, and change activity
- Communicate and update plans, progress, and projections regularly throughout project lifecycle to senior and executive leadership
- Perform trend, variance, and impact analyses as well as risk, issue, and opportunity management
- Understand constraints, potential impacts, and mitigation plans for staffing, product development, production rates, and suppliers
- Lead development of recovery plans as needed and ensures all project control systems are in place to provide ongoing support to stakeholders
- Work to improve project management processes, business systems, and implement best practices that support project decision makers
- Lead new business initiatives including competitive and sole-source proposal efforts
- Ability to work 100 on-site in a Special Access Program Facility (SAPF)
- Travels for work 10 of the time
Basic Qualifications (Required Skills/Experience):
- Bachelor’s degree or higher
- 3+ years’ experience developing and/or managing project schedules and budgets
- 3+ years’ experience leading teams in a formal and/or informal leadership role
- 3+ years’ experience with schedule and budget management, stakeholder communication, as well as understanding of execution of program planning to ensure cost, schedule and requirements are met
- Ability to obtain a Security clearance

- Current secret clearance
- Experience developing and maintaining integrated schedules
- Experience with Program Management Best Practices
- Experience in Portfolio Management
- Experience with modernization and development of aircraft programs
- Experience working with and presenting to technical, managerial and executive level audiences
- Experience/knowledge of responsibilities & tasks performed by various engineering disciplines.
- Experience working with and partnering with cross-functional teams on projects and initiatives.
- Technical, written and verbal communication skills.
- Strong communication and leadership skills
- Experience working with external (i.e. non-Boeing) stakeholders such as customers, suppliers, or government representatives
- Experience working as a change agent and/or transforming businesses

Summary pay range: $107,950 - $146,050 USD
