Reports to: VP, Safety Security and Compliance


Summary:

The VP Safety, Security and Compliance is responsible for the Internal Evaluation Program (IEP) and delegates the authority to the Manager of IEP for the day-to-day management of the programs.  The Manager of the IEP is responsible for the quality of the IEP and the effectiveness in identifying risks to the organization through quality audits and evaluations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Develops, implements, and manages evaluation programs that conform to FAA Advisory Circular 120-59, Internal Evaluation Programs. 
  • Develops an annual evaluation schedule through coordination with the DOS.
  • Ensures timely evaluations are conducted.
  • Reviews all evaluation information and prepares a summary of all evaluations for the DOS.
  • Prepares finding reports for submission to each operating department with evaluation findings.
  • Reviews departmental corrective action plans for accuracy and effectiveness.
  • Tracks both findings and corrective actions to ensure follow-up and completion.
  • Prepares a monthly summary of evaluation findings and corrective action plans for the Director of Safety.
  • Preparing quarterly and annual reports of the IEP for management meetings.
  • Maintains the electronic database of evaluation information and audit findings.
  • Schedules and conducts audits and evaluations in accordance with the IEP guidelines.
  • Conducts annual oversight evaluations of operating departments.
  • Compiles and analyzes audit and evaluation findings for root cause identification.
  • Recommends corrective actions pursuant to findings
  • Tracks corrective actions to completion.
  • Maintains a database of audit materials, checklists, findings, root causes, corrective actions and analysis.
  • Prepares reports for the DOS.
  • Maintains the Company’s IEP manual.
  • In the absence of the Director of Safety, may be called upon to perform duties of the Director of Safety including, liaise with the local FAA Flight Standards Office, OSHA, NTSB, or other regulatory agencies as directed by President & CEO pertaining to areas of function and responsibility.
QUALIFICATIONS

A.  Education and/or Experience 
  • Requires strong knowledge or operations specifications, aviation safety standards, operating practices, and applicable provisions or Federal Aviation Regulations Parts 14 CFR parts 1, 5, 21, 25, 39, 43, 61, 65, 91, 117, 119, 120, 121, 139, 49 CFR parts 40, 171, 172, 175, 830, 1520, 1540, 1542, 1544, and the Company OpSpecs.
  • Have a full understanding of the Company aviation safety standards and safe operating practices.
  • Have a full understanding of the manual(s) required by CFR § 121.133.
  • Have a minimum of two (2) years’ experience in the airline industry in station or operations management - preferably supervisory or managerial experience within flight operations, aircraft maintenance, or station management of a 14 CFR Part 121 or Part 135 scheduled air carrier. In lieu of the preceding, at least two (2) years’ experience in U.S. military aviation operations or a supervisory position previously held with a U.S. government department, board, or agency that deals directly with aviation matters may be accepted.
  • Have successfully completed a recognized comprehensive safety certificate program (this qualification is preferred)
  • Be familiar with accepted auditing techniques.
  • Be familiar with database management.
  • Have current versions of the following Advisory Circulars available for consulting: 
    1. AC 120-59 - Internal Evaluation Programs 
    2. AC 120-66 - Aviation Safety Action Program (ASAP) 
    3. AC 120-82 - Flight Operational Quality Assurance 
    4. AC 120-92 - Safety Management Systems
