Raytheon Operations & Supply Chain (OSC) has an opportunity for an International Supplier Development Subcontract Manager, (SCM) a procurement professional who enjoys working with new international suppliers and who thrives in a dynamic, complex and collaborative environment. In this high visibility role, you will enjoy a high-level activity supporting multiple international supplier development programs. The role will support European and MENA Region projects.
You will be focused on working with new international suppliers and determining the exportability, capability, and capacity of identified suppliers. The role as the ISCM is focused on the development of the RFI’s through the delivery of POM units including negotiations, the actual placement of PO’s and formal contract documentation. You will work very closely with external international suppliers as well with internal customers including material program managers, programs, engineering and mission assurance /quality.
What You Will Do:
- Develop an export strategy and execute all EXIM requirements with our Global Trade organization.
- Review drawings, specifications, and purchase history to determine sourcing strategy for both design/development and build to print projects.
- Prepare and issue RFI’s or RFQs (requests for quotes) to suppliers, follow-up to assure understanding.
- Review quotes, analyze results and determine negotiation plans / strategies as well as addressing any exceptions to flow downs, specifications, quality notes or Raytheon terms and conditions requirements.
- Formally document purchase orders including details of summary of award; source justification; price analysis methodology; negotiation strategy and risk assessment.
- Perform routine post-award management activities including PO acknowledgement, delivery status, expedites, risk mitigation.
- Support occasional program travel needs (10-20)
- Support and lead communication meetings between suppliers and internal customers.
Qualifications You Must Have:
- Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience including procurement or subcontract management, supply chain management, or program management.
- DoD procurement experience and knowledge of Federal Acquisition Regulations (FAR/DFARS)

- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
- 3 years experience of satisfying EXIM requirements for technical and commercial data and products for international subcontracts.
- Knowledge of SAP and other procurement tools.
- Ability to think critically, work autonomously and lead a matrixed team.
- Experience with Government purchase orders, including negotiating Terms and Conditions, Statements of Work (SOW), working with suppliers to prepare cost and pricing data in preparation for CAPA reviews in accordance with TINA
- Experience in Best Value Source Selections (BVSS), gate reviews, Memorandums of Understanding (MOUs),
- Experience with international business, new supplier development activities, new program start up

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
