Reporting to the Director, Total Rewards, the Manager, Job Evaluation is responsible for ensuring continuing legislative compliance and best-in-class program design for the tools, processes and outcomes related to job evaluation, classification and pay equity. The role is responsible for leading and/or supporting organizational and job design including preparation of job descriptions. The role is responsible for the day-to-day delivery of core services and the related capacity building in support of organization/job design, job evaluation, classification, and on-going pay equity maintenance.Job Description

In this role you will:
- Work with leadership and the bargaining agents, responsible for the design of NAV’s job evaluation and pay equity programs including the tools, processes, and ensuring legislative compliance.
- Serve as the organization’s subject matter expert on job evaluation, classification and pay equity including provision of advice and recommendations at the operational and leadership levels across the organization.
- Deliver and provide oversight to a team of specialists in creating job descriptions and completing the job evaluation process.
- Responsible for the overall management of the Job Evaluation and Pay Equity function including annual planning, financial management and all reporting (risk, performance indicators, financial, etc.).
- Provide day-to-day leadership to a team of technical subject matter experts. Responsible for determining resource needs, selecting candidates, training and on-going performance management including on-going coaching and mentoring.
What you bring:
- University degree in human resources or industrial relations.
- Minimum of 5 years experience working in a unionized labour relations and/or human resources role.
- Minimum of 3 years experience in pay equity compliance.
- Breadth and depth of core technical discipline – job evaluation, classification and pay equity.
- knowledge of integration with other human resources programs and services and operational level understanding of core NAV’s business-lines/ functions.
- Subject matter level expertise on all relevant legislation, most notably the Federal Pay Equity Act.
- Management practices – planning, finance, people management, stakeholder relationship.
- Current knowledge of pay equity legislation and evolving jurisprudence.

- Communications skills, written and verbal, including facilitation, collaboration and consensus building where there are differences of opinion and a lack of technical expertise related to job evaluation, classification and pay equity.
- Professional judgement required to influence decision making by others.
- Ability to work in an environment that can be ambiguous, unpredictable and requires balancing competing interests to design processes, policies, and solutions.
- Facility with data and analytic tools including regression analysis and financial forecasting are required.
Working Conditions:
- This position is based at the Ottawa Head Office, and is a hybrid position with a minimum 3 days per week on site.
- Occasional travel may be required.
