The Engineered Items Antenna and Power Team has a great opportunity for an experienced Sr. Procurement Professional/Sr. Subcontract Manager in a highly collaborative role where you will have the opportunity to lead in the sourcing and acquisition of materials and services, manage supplier performance and the entire purchase order life cycle (requirements including supplier  development, requirement solicitations, Purchase Order award, post-award management, and closeout activities) for DoD, FMS, and DCS customers within the procurement team.

What You Will Do:

  • Lead formal Negotiations for both product cost and standard terms and conditions of sales as required
  • Analyze quotations/proposals to perform price/cost analysis techniques
  • Knowledge of and compliance with Federal and State Acquisition Regulations (FAR/DFAR)
  • Placement of Compliant Purchase Orders that are of Medium to High Complexity with minimal supervision
  • Responsible for overall supplier performance and execution to support program execution and RAY financial objectives.
  • Collaborates across functional organizations to develop solutions and ensure supplier performance supports the needs of the organization.
  • Establish and develop strong business partner relationships with critical suppliers to drive accountability and performance.
  • Ability to prepare, attend and present status at Customer meetings and reviews on such topics as open requisitions, PO placement, and delivery updates, etc.
  • Exercise strong business acumen to connect technical concerns to ultimate contract performance and proactively identify and resolve problems and customer concerns efficiently and effectively.
  • Monitor and evaluate OSC metrics for trends and root causes and formulate proactive plans to ensure overall program success.

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience
  • Experience in supply chain management, subcontract management, and managing the performance of a broad supply base
  • Ability to travel up to 25 domestically
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

  • Graduate Degree in relevant area of study
  • Experience with financial impacts of decisions on the organization’s budget and the program to include managing cost, schedule and/or performance
  • Working knowledge of (IPDS) Integrated Product Development System
  • Earned Value and Integrated Master Planning/Scheduling experience
  • Experience working within a large industry or across multiple business units
  • Proven ability to collaborate across the organization, cross functionally and operate effectively within a matrix environment
  • Working knowledge of Raytheon’s Supply Chain policies/procedures/Tools (PRISM, EPAD, ESPX, FLEX)
  • Strong project management skills and ability to convert business unit requirements into executable strategies
  • Experience working with Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA)
  • Experience with Engineered items for defense products and technologies
  • Strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity
  • Skilled in communications, team building, conflict resolution, and relationship management to create an effective partnering environment that includes credibility, respect, and trust
  • Solid understanding of other related business disciplines, and how they interact with OSC, program management, engineering, and quality
  • Ability to effectively work with and communicate with all levels of management and individual contributors within RTX, as well as with the customer
  • Excellent written and oral communication skill, including presentation skills
  • Experience with the Microsoft Office suite of tools, particularly Excel, Word, and PowerPoint

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
