As a Subcontract Administrator Manager Level 3 (Senior Manager), youll be a linchpin in missions of paramount importance, defining the art of the possible from day one.
Northrop Grumman Tactical Space Systems Division (TSSD) is seeking a highly qualified, energetic, collaborative, and strategic leader for the position of Subcontract Administrator Manager 3, who thrives in a fast-paced working environment. The selected candidate will be responsible and accountable for the Global Supply Chain (GSC) proposals department. This highly visible position will report to the Director, Supply Chain.
This is an on-site position based at our Dulles, VA facility. While majority of the time will be on-site the successful candidate will have latitude to work from home when not required to be in the classified areas.
In this role, your responsibilities include but not limited to:
- Leading and mentoring a team
- Developing GSC proposal strategy for each capture. Evaluating prime solicitation and determining applicable flow-downs to be incorporated into a supplier’s Request for Proposal
- Issuance of Request for Proposals to comply with company policies and prime solicitation requirements
- Proposal evaluation and identification of any risk that needs to be mitigated, preparation of price and/or cost analysis, prenegotiation plans, supplier negotiations, preparation of proposal review/approval to various levels of executives
- Preparation of various proposal narratives, such as Supply Chain Management Plan, Supply Chain Risk Management Plan (SCRM )and any other unique GSC requirements that will need to be incorporated into prime proposal submission
- Close collaboration/coordination with all functional areas, adhering to proposal schedule deadlines.
Basic Qualifications:
- Bachelor’s Degree with a minimum of 8 years (6 years with a Master’s) of relevant experience in supply chain, business, program and/or contract management or procurement
- Minimum of 3 years of experience in a formal lead/management position
- Must have experience with FAR and DFARS
- Must have an active and current TS/SCI with Poly level clearance
Preferred Qualifications:
- 8 years of experience in Government Contracting with 4 years effectively managing a team
- Knowledge of NFS is desirable
- Significant experience with preparing and conducting oral presentations to executives
- Previous proposal experience is preferred
- Excellent communication skills and ability to effectively interact with capture team, other functional areas, suppliers, and Northrop Grumman executives
- Working knowledge of Costpoint and related business application software as well as Microsoft Office (i.e., Word, Excel & PowerPoint)

Salary Range: $170,000 - $255,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
